Controlling Modems on a different server

I have a windows 2000 terminal server that I would like to have access an eight pool modem on another server. Currently the modem pool is running windows NT, however I can upgrade to win 2000 if that helps. Can anyone tell me how to do this. Any help is greatly appreciated.
