Convert Win95B to fat32

I’d like to find an easy way to convert a fat volume in Win95B to Fat32 WITHOUT having to go through the Backup/Fdisk/restore hassle. I tried copying CVT1.EXE (Win98 Drive converter) and associated files to no avail.
