Converting from FAT32 to FAT16 in WIN 98

I need to convert my file system from FAT32 to FAT16 so I can partition my hard drive in order to install Windows NT server 4.0. I am currently running WIN98 SE on a none partitioned drive. I want to install NT server to run SQL Server on the separate partition. I downloaded partition magic (evaluation version) and the option to convert to fat16 is not available. Is there any utility (preferably free) that will allow me to convert my file allocation table? I need the FAT system in order tohave NT.. Please advise,
