Copy Disk won’t run on NT Workstation

I have a user who can not use her NT 4 Workstation to make a copy of a floppy disk. It doesn’t matter if she is a local admin on her machine or not. However, Copy Disk will work for any domain admin who logs on to the computer. What is preventingher from being able to copy disks?
