Corrupt Control Panel?

Whenever I login with a particular ID (with local Administrator rights)and try to run a Control Panel applet, I get this error,
“Access to the specified device, path, or file is denied”, but running the actual *.cpl file from explorer works. Is something screwed up here bad?
