Corrupt Network Control Applet

I have an NT server, running nt 4 sp6a. when i try to open the network applet from the control panel i get a message that the file is corrupt. i tried replacing the applet to no avail. I tried deleting all the services and protocols and setting themup again, but it would not let me do that either. How can i correct this problem?
