corrupt tcpip protocol stack

I was told by a tech that my tcpip protocol stack was corrupt and that is the reason for my connectivity problems,he said there is a program that could fix this but didn’t elaborate. Is there such a program and if not how do you fix a corrupt tcpip protocol stack. Os is win98.
