Corrupted TCP/IP Stack

I have a Windows 98 SE PC with a corrupted TCP/IP stack. All other parts of the Network work fine. I have tried everything that Microsoft suggested. Does anyone know how to completly remove all files and registry entries related to TCP/IP in 98 SE and reinstall it from scratch. I have removed and readded it several times and it has not worked. I found a MS article that tells you how to get rid of a corrupted TCP/IP stack and it does not work. Any help is appreciated since I am about to FDISK/FORMAT and redo the PC. I really don’t have the time to do that though. Another thing to mention is that WINIPCFG gets a fatal error when you try to run it. That is how I found the MS article.
