CPU usage

I receive a alert message from norton than my CPU is higher usage “100%” and I need to close some application but I don’t have any application open even when I check task bar manager nothing runing.I had HP Omnibook Xe2
win2k PIII 600mhz 128mb.How can I fix this problem? thank you
