CR Assign default value to Group Total

Crystal Report 8.5

I have a CROSS-TAB report
O
Critical 5

High 10

Low 30

Now there is no value for << Medium >> in the database hence not appearning in the CR. Is there a way where I can assign a default i.e. 0, so that it can be displayed on the report.
