Crashed hard drive data recovery?

We have had several laptop users have hard drive crashes, and they have taken their laptops to some local geek shop to get the data from the hard drives, paying $50-200.

I would like to be able to do this myself, and I’m wondering what hardware and/or software would be required. What is the typical process for doing this?
