create an NTFS partition on reformatted SCSI drive

I replaced a 36GB SCSI drive on my system with a 74GB SCSI drive. The replaced drive did not have the OS on it (F:\). It shows up in the Disk Management Window from the Control Panel, but has no drive letter. How do I create an NTFS partion and assign a drive letter.
