Creating Printer Ports over the network

How can I (if possible) create printer ports without being on the NT4 print server? I can manage my printers once they are setup and even add using the shortcut to the printers folder on my print server, but the “Add port” and “configure port” is greyed out going to it through the network. Thanks in advance!
