Creating Spec’s Through Intranet

I have a sizeable endeavor and I have little experience in the tools I need to achieve my goal. I need to be able to have my users create a set of specs (similar to contract building) via the Intranet and export that to a Word document for further customization. The spec entries will need to be updated regularly but not often. Any help in design and/or implementation or a point in a direction where I can find out more about the process will be much appreciated. I can be contacted at justinc@perteet.com
