Cross-linked files

On loading Windows 95, an error message appears, ‘The loadwc.exe file is linked to missing export file, shlwapi.dll. I copied the shlwapi.dll file from a PC running the same version of Windows, but could not find the loadwc.exe file, not all PCs have it. One solution without dire consequences is to rename it loadw.exe. Any suggestions?
