Customizing start menu

Hi,
I have a winnt4.0 platform w/95&98 clients..I would like to create a universal start menu..So they all have the same start menu.. I know through the system policy editor I could point it to a directory where the start menu would be located..But I don’t know how to create a custom start menu.. Any help would be appreciated..Thanks in advance.
