damage by a virus

Dell Latitude, Pentium III notebook, Win98, Following damage by a virus, I deleted dialup networking, dialup adapter, and TCP/IP, reinstalled them, installed a new PCMCIA modem, ensuring that the old one was removed. But I still cant get the modem to dial. What other components does Windows use to dial?
I could probably fix this by formatting the hard disk and reinstalling windows, but this is the last option.
