data error reading drive c:

I had a power outage and when I went to restart my computer I got a message that says error reading drive c: I put the boot disk in to try to restart that way and it bring my to the dos prompt. I than tried to boot from the cd and nothing. can someone help me solve this problem. I’m using win 98.
