Data Recover

Couple days ago, my win98 was totally crashed. My win98 was forth edition. When system boot, it said: Kernel File Missing. I had all file and data in this drive, and tried to make back up. Then I borrow my friend hard drive to put my system as primary master, which is C, and my drive as secondary master, which is D. System was boot up, then I click D drive, it said: ?it can not access?. Then I look up a win98 book, did following steps:
1) I took my friend drive out, left my drive in system as C.
2) Format C, and put win98 SE software in CD-ROM
3) At DOS prompt, typed md win98, and copy win98 form CD-ROM to my C
4) Then I copied PCRESTOR.BAT and MSBATCH.INF two files from CD-ROM to my win98 directory.
5) Then followed up windows, finished up installation. During this installatons it didn?t ask me any backup informations. So very time to boot my system, it has message on screen, says: ?This wizard runs automatically during the window system recovery process?. But system still did not save my data and files.
Is there any way to recover my data, Please help me.
I will appreciate.
