DEC Printserver 17/600 and NT4.0

I have NT 4.0 with SP4, and I am trying to setup a Digital PrintServer 17/600. It has been up and running in the past, but when it loses power it stops talking to our NT print server. The last admin didn’t really document how to set it up, and I have run through all the manuals. I keep getting an ARP error for the IP??? Any ideas. I am running it on a static IP address on a seperate segment(for all our printers). I have tried to manually ARP the MAC address, I have checked the cables, and the actual connection.
