Decoded ROM

Why is it necessary to ensure a ROM is decoded at the very top of the address page, based on a 6502 CPU??
My explanation for the above related to the characteristics of an x86 microprocessor.
Help greatly appreciated on this one, pointers for sites of info on this topic too please.
