decoder for DVD

I have a pioneer DVD-ROMDVD-116, when I try to play a movie. My windows 2000 system tell me I need a DVD decoder so were and what brand do I need to buy to fix this problem? Also I have a Nuidia Riva TNT 2 modwl 64/ Model 64 pro card in my machine.
