default admin permissions

I was trying to install Win2k SP3 and learned I had somewhere down the line disrupted the default admin permissions…
I keep getting an error……

c:\winnt\system32\…..

is open or in use by another application….

I have tried everything…so my last guess is that the Administrator has lost some permission rights…

so..is there a way to restore the default admin rights?
