Default HomePage IE.

I’m trying to set-up a default homepage So that any user who logs on locally refreshes the home page to a default website. Regardless of where the previous user set as a default. I am running windows 2K Pro. I have tried to edit the default home page in the registry but it always default to www.msn.com.
