Default Logon Screen

When NT WS 4.0 starts and displays its log on screen, it is displayed with a certain resolution and background. if a user logs in and changes the resolution and/or background for that user, it is changed everytime that user logs on. How can I changethe initial logon screen to match the background/ resolution for a particular user?
