Default user rights for IUSR (IIS)?

The rights for IUSR have been completely hosed! Rather than troubleshoot the problem I would prefer to create a new user as the anonymous login, however I am unable to find the min. rights this user will need to prevent a login prompt from appearingwhen trying to access my website.
