Defrag not working Win98

I have a user who is trying to defrag his laptop. This is a Win98 laptop. Scandisk ran fine(thorough). The defrag will start and run through 12 to 15 percent then constantly restarts. I have turned ofr Norton and anything else that is running in thebackground. HELP
