Defrage the computer

Dear sir,
when i defrage the computer ,firstly the operating systeme,win 98 ,the prombte above the progress bar indicate that “the content of the drive change,restarting”,then “reading drive information” several times,so the defrage process
take many time ,and repeated many times,what the reason for that and what the solution.
