Deleted Network Neighborhood

I accidentally deleted the network neighborhood icon from my desktop. I did not hide it, I deleted it. I have tried to restore it through tweakUI, just to be sure that it wasn’t hidden. It is not hidden, and tweakUI indicates that it is there. However, it is not. How can I restore that icon without reloading Win98 SE?
