deleted shortcuts

Win Me Deleted shortcuts to programs. Settings> start menu> Advanced > remove programs. Tried to put the shortcuts back by dragging and dropping in explorer, now my programs won’t open. Get error message “C\Program files\ (name of program)\programrefers to a location that is unavailable…” The programs wont open in explorer or from the desktop. Can this be fixed?
