Deleted Windows 95

I deleted Windows 95 in an attempt to upgrade to Windows 98==SILLY ME. I tried to install Windows 98 in MS-DOS, but I was unsuccessful in my attempt. Now, my computer won’t even boot up in safe mode. When I select Option 3 (safe mode), the Big colorful WINDOWS 95 screen comes up as if it is going to open Windows, but it just freezes. In other words, I’m stuck. Like I said before, I can’t even get into Windows 95–neither normal, nor safe mode. Although Windows 95 had been deleted, it is still in the recycle bin. ANY HELP WOULD BE EXTREMELY APPRECIATED.
