Deleted Windows 95 Hard Drive

Hello.

I recently got a computer from my Wife’s cousin, an older model Dell running Windows 98. The computer will not start up. I called my cousin and asked about it, and he said that his younger son (trying to fix the PC), deleted the harddrive through command prompt. I figured it was no problem, I have a Windows 95 OEM disc here, but the PC doesn’t recognize the CD Drive. Nothing is installed. I loaded a boot floppy so I could access the command prompt, and the only drive that us recognized is C:\.

Is there a way I can recover this hardrive?
