Deleting a file that can’t be seen

I was wondering how I can delete a file that can’t be seen? I can attempt to open it but not view it in any form. I tried to see it using dos and it doesn’t show up. I know the file is there because its the only file on my computer that is fragemented. the file name is INFO2 and its in the RECYCLE folder on my Primary Harddrive. to further this I’m using Win 98se just incase that might help
