dell recovery partition

Ok so i have a dell 8400 and i want to reinstall xp. I have done it in the past usning the ctrl + f11 trick, but now i can not get it to work. The screen with the blue bar that says www.dell.com desent even come up any more.

It is making me so angry. any hep would be greatly appreciated
