Desktop appearance of safemode

My desktop has the appearance as if it were in safemode. When I open Internet explorer, there is poor resolution. For example, pictures show no detail.

Although the task bar shows the printer is available and the printer indicates it is online, I can not print. When I use the print manager to print a word document, and debug, the error message is: WordBasic.FilePrint 0
