DESKTOP CAUSING ME FITS

I having my desktop icons do some strange things like scrambling and changing their places. Windows 98 and all items on the desktop are all in order, until you try to point the mouse and select a program.

You point the mouse at your program and they scramble all around the desktop. I checked for viruses and I have no reported problems. This is the first time I have ever come across this is causing me fits. I thought it was some type of icon animation. I have checked out my display properties and tried auto arange but it hasn’t helped. Suggestions please?
