Develop a Client policy

I am a programmer working for a small company and was asked if I could make sure all users login or have no access to network. All clients are running 95/98. I have noticed if they click cancel they can still use the T1 connection out and some network resources. They also asked me to find a way to restrict access to such items as the control panel, clock, background, Add/Remove Hardware and Software. I know this is not something that can be done easily. I would just be very grateful to be pointed in the right direction. If it helps there is a PDC/BDC and the network uses DHCP.
