DHCP and RAS server problem

I have users that come to me everyday and tell me that they can’t logon. What I am finding is that I have run out of available leases because my RAS server takes all of the available leases and does not release them. MS says this was fixed in SP4. I’m on SP6a, and still have a the problem. HELP???
