dhcp distributes wrong subnet mask

i’m administaering a network running winnt as pdc and bdc. there are other servers running win2k. the pdc also acts as the dhcp server. the problem is that the dhcp server issues the wrong subnet mask. instead of issuing class c subnet masks, it issues class a. how can i correct this?
