DHCP on DC Machine

Hi,
I have installed DHCP server on Windows 2000 DC Machine it also has DNS server installed.
DHCP server always giving a warning message
“The DHCP service failed to initialize its global parameters.
The following error occurred %%0”
and then DHCP clients PC giving IP conflict message and disabling IP protocol. Then i am looking aktive releases and i see lots off bad_address lines for my scobe .
