DHCP Scopes

Assuming that I have created two scopes in my DHCP Manager, say 10.1.1.50 to 10.1.1.250 in the first scope and 10.2.1.50 to 10.2.1.250 in the second scope.
How does DHCP Manager assign addresses from the second scope after the addressess in the first scope exhaust ?
