DHCP Service will not start

I have a server with NT4 SP6 on it with Exchange 5.5 SP4. This machine is a BDC and is (or was) my DHCP server. I shut down the server and replaced the NIC in it. After rebooting it I had two issues. 1st, nothing works in the Control Panel. When I click on any Icon it does nothing. I can’t run anything from inside the Control Panel. My most pressing concern right now is the other issue. I can’t get the Microsoft DHCP Server service to start. I connect to the services via another utility and choose start service. I get the message “Attempting to start Microsoft DHCP Server on //servername.” The message then goes away and the service does not start. For now I can live with the control panel not working but I’d like to be able to use the DHCPService. Temporarily, I have set up DHCP on another server. Any help would be greatly appreciated. Thanks
