Dial up

What is the safest and best way to dial up into a network with a windows 2000 server, the machine dialing in would be using pc anywhere and be a 95/98 and be able to see programs that apparently are not supported by terminal services. Or maybe it is pc anywhere that is not supported by terminal services. The user would be dialing into get his outlook email, which he would read and keep on the computer he dials into, he would also get into a program called timeslips and possibly other office 2000 applications and word perfect. The computers dialed into do not have modems, this would be a contact over a modem into the server itself, since a gateway does not seem to be able to deal with this problem either. Thanks.
