Dial Up Internet. No icon TV Screens

I have users On Win 95 and Win XP who when using Dial Up Internet connection, no Icon (The two TV Screens) appears on the bottom right. They have no idea wether they are connected or not. How do I get the two TV screen icon to appear and flash when sending and receiving.
