Dial-up Networking folder won’t open

The subject pretty much covers it. I double-click on it and it does nothing. I have uninstalled then reinstalled DUN. Didn’t help. Found a single Tech Net doc that I applied and that didn’t help either. The rest of my networking works normally (on the LAN).
