Dial-up networking sudden disconnect

I have a system running Win98 that experiences sudden disconnects when connected via dial-up networking. The disconnect occurs regardless of browser or ISP. I’ve tried a different modem, reinstalling the browser, DUN & Win98. I find the same issuen if connecting through AOL, however the disconnect only occurs when browsing web pages, not when limiting to AOL only.
