Dialing up networking Icon

Hi,
Is there a way to disable the dialup networing icon in the control panel. So that users cannot access anything within the icon.. I know there is away to delete it permenatley through the registry.. But I would not like to do it that way. Is there another way to accomplish this…Thanks in advance
