dialup backup for internet w/win2k

Right now I’m running Win2k Server on my main server, it’s running ICS to share my cable modem to 5-6 different computers.

Occationally the cable modem goes down (maybe once a year). I’d like to setup an automatic back for the internet connection, where the server dials out to an ISP until the connection to the cable modem is restored.

I have no idea how-to implement this with Windows (let alone using ICS instead of Routing/DHCP).

Any ideas?
