Dialup Networking

I have a Dell Latitude laptop running Windows 98SE, trying to connect to ISP via dialup networking. The dialup connection succeeds, but no data movement occurs. I have removed dialup networking and all network adapters and components and reinstalledthem with no result. Modem works properly, can fax OK, and connects to remote computer via PCAnywhere. Where do I go from here?
