Dialup Remote Administration

With Windows 2000 Server, is there any way besides Terminal Services to connect to the server via modem and be able to perform all the items in the Administrative Tools folder on the server? I need to be able to add user accounts, set permissions, share directories, etc from a remote site. What I’m looking for is something like pcAnywhere only built in to the 2000 OS. If anyone knows please let me know how it is done. Thank you.
